Good idea but the technology must be interactive with the public.  You are only half way there.  There are products on the market supported by thousands of developers making the hardware for this application far cheaper while lending itself to thousands of developers who would love to build interactive apps that could have peers installed in the smart phone to create a viable real world solution for digital brochures that could be easily grabbed with any smart phone device so the public could find their items of interest combined with coupons and advertisement in the Charleston area.  Furthermore, when the individual interacts with the hardware, there will be a consistent relationship acting as a direct conduit between Charleston and the individual everyday after the interaction.  Data analytics could then be segmented and used for other promotions and public relations for the city.  This technology exists and could be implemented with development in place for half the cost of this refrigerator sized unit.  If you need more information about this technology, be free to contact me.
